Questions to be addressed:

1. What are the impacts of possible future plans to assign persons with HIV/AIDS to Managed Medicaid Programs? Can these patients be specifically assigned Special Needs Plans which are designed for persons with AIDS? What are the confidentiality concerns that may prohibit persons living with AIDS from being assigned to Special Needs Plans? Is there evidence that people with AIDS have been well managed on standard Medicaid Managed Care?

2. Is COBRA (Community Follow-up Program) Case Management being phased out? Why? How will enhanced case management services be provided so patients are not lost to care? What other impact will elimination of this Medicaid funded program have?

3. What will be the impact of requirements that health providers bill using APG (Ambulatory Product Group) billing practices versus receiving the current Medicaid enhanced rate? Will pre-test counseling and testing still be reimbursed with APG?

4. How will the Designated AIDS Centers and other specialty care providers survive with the programmatic shift of making the Enhanced Medicaid Rate dependent on the patient rather the provider? How will the change support a patient’s opportunity to see an HIV specialist as opposed to a physician with little or no experience with HIV/AIDS care?
